PAC operates as a unit of Roper Technologies, Inc. a diversified growth company and a constituent of the S&P 500, Fortune 1000, and the Russell 1000 indices.The Buyer/Planner role is a combined function where you will be a strong leader and coordinate all activities related to procurement for the Rotterdam office. As a planner you will manage, prioritize, and assign the schedule for all work in process in cells for the assigned Value streams.

RESPONSIBILITIES

Primary Responsibilities:

Buyer Functions

  • Coordinates all activities related to procurement beginning with intent to purchase including preliminary specifications, preferred supplier, and date parts and/or supplies are needed through delivery utilizing an ERP system. Purchase a variety of complex and/or technical parts and supplies.
  • Negotiates with suppliers to get the lowest possible cost for the purchased parts and supplies balanced against the optimum quality and schedule needs.
  • Purchase materials, components, and services as required based on approved requisitions, replenishment schemes, Kanban, MRP, JIT, or Scheduling inputs.
  • Performs Purchase Order (PO) maintenance associated with ordering, expediting, distribution, approvals and record keeping. Ensures purchasing records are current and up to date in accordance with company policy and ISO documented standards.
  • Negotiates and settles with suppliers regarding damage claims, rejections, return of materials, over-shipments, cancellations and engineering changes. Lead and manage Return Material Authorizations (RMA) from suppliers as deemed necessary.
  • Manage, develop, and maintain Kanban inventory levels, implementing strategies for spike management, CONWIP Kanbans and other replenishment strategies based on product line.
  • Actively participate in continuous improvement activity to decrease material COGS and work with Manufacturing and design engineers to assist in Value engineering/value analysis on parts.

Planning Functions:

  • Manage, prioritize, and assign the schedule for all work in process in cells for the assigned Value streams.
  • Level load production schedules taking into consideration materials availability, customer demand, lead times, and capacity.
  • Develop and maintain Forecast, master schedule and procurement plan based on history, seasonality and sales opportunities.
  • Plans sequence of fabrication, assembly and other manufacturing operations for guidance of production workers.
  • Analyze inventory levels and product demands to determine reorder levels including spike management that will ensure product availability and minimize inventory costs
  • Implement and monitor cell level constraints in manpower, machine or labor capacity, using level loading as well as implementing theory of constraints model.
  • Monitor and report on labor productivity.
  • Work with operations group in keeping cycle time for product manufacturing below Takt time.
  • Coordinate the flow of information between Order Entry, Purchasing, Assembly Leads, Manufacturing Management, Quality and Shipping.
  • Communicate potential delivery problems and last-minute scheduling changes as a result of backlogs, design changes and material or labor shortages to Value Stream Leads and Customer Service.
  • Implement Master scheduling for products tied to distributed orders among different international business units.
  • Other duties as assigned

Education and Experience:

  • Bachelor’s degree, preferred
  • A minimum of five years related work experience and/or training in an industrial environment working with complex and/or technical supplies and materials in a low volume high mix purchasing and planning; or an equivalent combination of education and experience.
  • Previous experience using and understanding of computerized ERP systems.

Knowledge/Skills/Competencies:

  • Experience in negotiating with suppliers and setting up long term supplier contracts.
  • Actively involved in procuring material for New product development
  • Experience with lean manufacturing and six sigma environment a plus.
  • Expertise in Kanban management and implementation
  • Production scheduling practices using MRP and Lean Pull systems both Electronic and Manual.
  • Familiar with electro-mechanical assemblies and/or equipment.
  • Good communication skills; written, oral and inter-personal.
  • Ability to work independently and employ effective time management skills.
  • Strong emphasis on attention to detail and accuracy.
  • Strong emphasis on organizational skills.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence.
  • Reasoning ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Computer Skills: To perform this job successfully, an individual should have knowledge of IFS or similar MRP or ERP software system and MS Office
