The Senior Procurement Bid Solutions Manager (PBSM) holds a key role in the Procurement Department and is responsible for obtaining excellent understanding of all new bids, working with the Key stakeholders within Bids, especially Bid Solution Managers and Architects to specify the best and most relevant Supplier and 3rd Parties are utilised to provide Competitive Advantage and Supplier Risk Management and Mitigation, including suitable subcontract flowdown and determining how best the UK Procurement and where relevant, the Global Procurement Organisation can be engaged and involved.

The role will involve:

  • Supporting the development and implementation of Procurement and savings strategy for new business and supporting the control of third party spend in line with company budgets;
  • Integrating into the procurement policy and working with the Technology and Services Procurement Tower on the use of the Preferred Supplier list in Bids;
  • Assisting the Procurement Bid Manager in Bid engagements and where relevant, other members of the Procurement Organisation, in the Sales and Bid Process for new and incremental business;
  • Providing all relevant information in a timely fashion to the support Procurement Bid Management in administration and housekeeping of all relevant Bid documentation including reporting both Globally and within the UK.

The purpose of the Procurement Bid Solution Manager is to:

  • Have a good understanding of each new approved “Bid” with a TCV of over 1 million euros and how best the PBSM can support each Bid;
  • Where possible support the Procurement Bid Director and Procurement Bid Management/Support at the early stage of a bid to add the Procurement value and support in the relevant categories during the whole bid process;
  • Assist the Bid Solution Managers and Architects on Bid to ensure that any SOW (statements of work) provided to Procurement in support of a bid are relevant, accurate and clearly described;
  • Support Bids in all the Categories for sourcing, tendering, negotiating, contracting and on-going supplier contract management;
  • To decide what third party agreements could be utilised;
  • Helping to ensure that existing agreements/existing suppliers are appropriate for the bid scope/client requirements;
  • Helping to manage the bid specific suppliers during the bid cycle by working in conjunction with Category Experts and Heads of Platforms where appropriate to ensure synergies and opportunities to maximise the use of existing suppliers are taken;
  • Representing Procurement for principles, strategy and policy by providing advice and guidance to all relevant parties within the business;
  • Performing “Procurement Bid Solution Management principles” Presentations to business stakeholders, where appropriate;
  • Understanding how the savings provided by Procurement Bid engagement are utilised and report accordingly (including where cost is taken out to win business at the expense of retaining margin);
  • Regular involvement with the Solution, Commercial and Finance representatives on Bids within any bid/sales cycle;
  • Attempting to ensure that the bid strategy should not have an adverse effect on the UK Procurement category strategies unless extenuating circumstances dictate in which case the understanding of this should be passed onto the relevant buyers;
  • Responsible for providing support to Bids, working with the Technology and Workforce and Central and Indirects category strategies for making high quality decisions for best-fit product and service acquisition options through the assessment of financial risk, commercial benefit and service excellence;
  • Responsible for developing, maintaining and influencing an excellent internal and external network of stakeholders and industry contacts respectively.

Person Specification: (i.e. what skills you need to perform the role)

  • Fluent English and Dutch languages skills;
  • Minimum 5 years’ experience of working within procurement organisations and staff within small and large commercial environments;
  • Excellent all-round commercial and good IT skills especially in the use of Microsoft office to support decision-making, report writing, and strategic decision making;
  • Excellent negotiation and influencing skills, able to adapt style as required to persuade and gain support of stakeholders at all levels, previous experience of taking active part and leading negotiations and proven track record of successful stakeholder management;
  • Highly motivated and fully autonomous with an ability to work with multiple senior stakeholders across different business areas;
  • Clear client led focus and full understanding of all that Atos as a Business delivers at GBU and ideally at Global Level;
  • Can demonstrate a high level of capability of communicating within all levels of a large organisation and confidant enough to assist with presentations to senior management and executives within the company.
